I put some vinyl tape on the valve stem to make sure there were no air leaks.

After I pumped up the tank and got the balloon to a decent size I checked the hole tank over for leaks with some windex in a spray bottle, looking for any sign of bubbles. I left the balloon on for a few hours to make sure that there wasn't a really slow leak anywhere. Well, the balloon never went down!
