Found all the nuts, bolts and washers
Notice that the drawing says "Some parts not shown for clarity". I think that the part that is not shown is the flange that is already welded to the mounting flange itself. I think the part that is shown is the flange of the brake mounting plate, which IS a tight fit against the washer and bolt.
